CHARACTER INFORMATION NAME: Katniss Everdeen CANON: The Hunger Games AGE: 17, aged up to 18. Aging up that little bit won't have much of an impact on Katniss; she already feels and behaves as if she's older than 17 anyway, since she had to take care of her mother and sister after her father died and has been through a crapton of awful things in her district/thanks to the Capitol. CANON POINT: At the end of chapter 24 of Mockingjay, just after the second round of bombings kill the rebel medics, including Katniss's sister.

INCENTIVE: Katniss would do anything to protect her family and those closest to her, so she would willingly come to Eudio to save Prim and Finnick from death, as well as to ensure the safety of the rest of the people who matter to her (Peeta, her mother, Gale, Johanna, etc). If that's too big of an incentive, saving Finnick and Prim is enough for her to agree to come.
FIT: Although Katniss is fairly young (read: under 18) in canon, she's grown up a crapton since her father died. She became the sole provider for her family when her mother turned into herself due to depression and her sister was too young to be much use. She learned to hunt, to trade illegally in the Hob, and then learned to be a survivor in the 74th Hunger Games. During the Quarter Quell, Katniss also did or would have done anything necessary to keep Peeta alive (and thus herself, at least for a bit) no matter the cost. She also is willing to risk anything - including her own life - to protect the people she loves, so she would absolutely come into Eudio if approached, even if she's not necessarily the most comfortable with intimacy. Being close to another person is kind of hard for Katniss, unless it's a specific person (like Gale), but she has faced and overcome numerous obstacles in her 17 years of life with determination and an almost obnoxious hard-headedness. When she sets her mind to do something, she goes through with it, no matter how difficult it may be for her. And she has experience with being intimate (on the level of kissing and holding hands) with nearly perfect strangers for the sake of surviving/keeping her loved ones alive, so she would have no qualms in agreeing to Eudio's requirements.
CONSENT: Katniss knows, understands, and respects consent. Even when playing the star-crossed lovers angle for the Capitol, she believes that everything that happens is something Peeta agrees to, although they never outright discuss it. More than that, Katniss has never been shown to ignore consent or to disrespect someone's wishes in regard to intimacy. She hates having her own power taken away when it comes to decision making and would never do that to someone else. (Although she has murdered a handful of people/been involved in the deaths of people, though she did it in an effort to keep herself and her loved ones alive.)

RECRUITMENT CONVERSATION The world stops. Not in the same way that it's stopped before when she's seen someone killed (not just someone this time but Prim, her sister, her own sister dead amidst a collection of rebel medics now blown to bits) but literally stops. Everything around her shifts into this eerily quiet stillness and even without the debris from the bombs assaulting her nostrils, Katniss can't seem to remember how to breathe.
Then, suddenly, a figure appears before her dressed in clothing that looks too plain for a Capitol citizen and yet not regulated enough to belong to someone in District 13. She blinks in confusion, against the tears that burn her eyes, and focuses on them. It's better than staring out at the rubble in front of Snow's mansion where her sister now lies, dead and likely in many, many pieces. It makes her stomach churn and she nearly doubles over with the grief and the disgust she feels.
The figure before her - it's a woman, she now realizes - talks to her about this city that runs on physical affection and how if she agrees to come and help power it, her most desired wish would be granted. Skepticism doesn't even reach Katniss's numb brain; she just latches onto the possibility of saving Prim, Finnick, Gale, her mother... Everyone she loves and cares about, everyone that is at risk because of the Capitol and Snow's insatiable blood lust. It's like the Reaping all over again, how she didn't even think when she volunteered to take Prim's place.
"Yes," she says, although her voice is rough with the aftermath of the first bombs dropped and the emotion she's trying so hard to push down. "Yes, I'll do it. If they'll all be safe..." She blinks once again, this time shifting her gaze to all those dead rebel bodies. "Whatever it takes to bring my sister back."
